Agreement on the withdrawal of the United Kingdom from Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community, JO L 347 of 28.12.1999 and Bull. JO L 29 31.01.19, p. 7-187 The 2019 revisions have also adapted elements of the political statement and replaced the word “appropriate” with “appropriate” with regard to labour standards. According to Sam Lowe, a trade fellow at the Centre for European Reform, the amendment excludes labour standards from dispute resolution mechanisms.  In addition, the Equal Competition Mechanism has been postponed from the legally binding withdrawal agreement to the political declaration, and the line of the political statement that “the United Kingdom will consider taking into account alignment with trade union rules in the relevant areas” has been removed.  In accordance with Article 50, the outgoing Member State does not participate in the votes on its withdrawal. Therefore, the United Kingdom will not participate in the Council`s vote on the VA. These relate in particular to citizens – Sweden and other EU citizens residing in the UK and the British here in Sweden. These provisions mean that their situation will not change much and Swedes, who currently live in the UK, can live, work, study and retire there will continue to be able to live, work, study and retire. The agreement covers all issues that affect citizens in their daily lives, namely social security and living benefits, such as social security, health care and medical care, pensions, unemployment insurance, student scholarships and various forms of family benefits. Recognition of training certificates and other professional qualifications is also covered.
The Brexit Withdrawal Agreement, officially titled the UK`s withdrawal agreement from Britain and Northern Ireland from the European Union and the European Atomic Energy Community. is a treaty signed on 24 January 2020 between the European Union (EU), Euratom and the United Kingdom (UK)  which sets the conditions for the UK`s withdrawal from the EU and Euratom. The text of the treaty was published on 17 October 2019 and is a renegotiated version of an agreement published six months earlier. The previous version of the withdrawal agreement was rejected three times by the House of Commons, leading Queen Elizabeth II to accept Theresa May`s resignation as Prime Minister of the United Kingdom and appoint Boris Johnson as the new Prime Minister on 24 July 2019. In addition, the withdrawal agreement governs the UK`s contributions to the EU budget. The agreement implies that the UK, as a member, will pay the entire long-term budget until the end of 2020. Article 185 also provides that the agreement enters into force on one of the following dates: the procedure for ratifying the VA by the EU is defined by Article 50 of the Treaty on European Union. It is a two-step process. The European Parliament must approve the agreement.
